WTORS Awareness: How NEMT Drivers Should Secure Wheelchairs, Power Chairs, and Mobility Scooters

For a passenger who remains seated in a wheelchair or mobility scooter while traveling, the mobility device becomes the passenger's seat inside the vehicle.
That changes the safety equation.
A factory-installed vehicle seat is designed, anchored, and tested for transportation. Many personal wheelchairs and scooters are designed primarily for mobility, positioning, comfort, or independence - not necessarily for use as a seat during a motor-vehicle crash.
That is why accessible transportation vehicles use a Wheelchair Tiedown and Occupant Restraint System, commonly called WTORS.
WTORS is not one belt. It is a complete safety system with two separate jobs:
The tiedown or docking equipment secures the wheelchair or scooter to the vehicle.
The lap-and-shoulder restraint protects the person riding in it.
One cannot replace the other.
Secure the mobility device. Restrain the passenger. Verify both before the vehicle moves.
This article is for Non-Emergency Medical Transportation drivers, wheelchair and scooter passengers, caregivers, dispatchers, trainers, and healthcare facilities. It is educational guidance, not a substitute for hands-on proficiency training or the exact instructions for the vehicle, lift or ramp, mobility device, and WTORS installed in a particular van.
What does WTORS mean?
WTORS stands for Wheelchair Tiedown and Occupant Restraint System.
The most familiar small-vehicle configuration is a forward-facing, four-point strap-type system:
Two tiedowns attach to the front of the wheelchair or mobility device.
Two tiedowns attach to the rear.
A pelvic or lap belt restrains the passenger low across the pelvis.
A shoulder belt restrains the upper torso.
Vehicle anchorages transfer forces into the vehicle structure.
Other approved designs exist, including docking systems and specialized wheelchair stations. Drivers must be trained on the actual system in their vehicle rather than assuming that every retractable belt, floor fitting, or docking device works the same way.
The Federal Transit Administration's wheelchair guidance explains that ADA-compliant buses and vans use a two-part system: equipment to secure the wheelchair and a seat belt and shoulder harness for the wheelchair user. The U.S. Access Board's vehicle guidelines likewise state that passenger belts must not be used instead of wheelchair securement.
The principle is simple:
The wheelchair tiedowns do not restrain the passenger's body.
The passenger's lap-and-shoulder belt does not secure the wheelchair to the vehicle.
Wheel locks, power-chair brakes, and a scooter's parking system do not replace WTORS.
Part 1: Safety, responsibility, and liability
Why proper securement matters
During normal driving, a wheelchair or scooter can move when the vehicle accelerates, brakes, turns, changes lanes, crosses a pothole, or makes an evasive maneuver. During a severe stop or collision, the forces are far greater.
An unsecured or poorly secured mobility device can:
Roll, rotate, tip, or slide in the securement area
Add force to the passenger's body
Allow the passenger to strike the vehicle interior
Injure another occupant
Damage the mobility device
Pull loose from an unsuitable attachment point
Block an aisle, door, or emergency exit
Create secondary injuries during unloading
The University of Michigan Transportation Research Institute explains that the voluntary WC18 standard for WTORS uses a dynamic 30 mph frontal-impact test and includes both pelvic and shoulder restraints in testing. Its WTORS standards overview also makes clear that WC18 applies to systems intended for wheelchairs, including scooters, in forward-facing transportation positions.
That does not mean a driver should attempt to calculate crash forces at the curb. It means securement is a serious occupant-protection task, not a quick strap-down ritual.
Who is responsible for what?
Safe transportation is a shared process, but the responsibilities are different.
The driver's role
The trained driver or attendant is responsible for:
Inspecting the securement area and equipment before use
Following the vehicle and WTORS manufacturer's instructions
Asking the passenger before touching or repositioning the mobility device
Identifying appropriate securement points
Attaching, tensioning, and verifying the tiedowns or docking system
Applying the vehicle's occupant restraint correctly
Securing loose equipment and accessories
Stopping the trip when required equipment is missing, damaged, incompatible, or not functioning as designed
Reporting defects and incidents promptly
The passenger's role
The passenger is the expert on their body, comfort, communication needs, and everyday operation of their mobility device. Passengers can help by:
Identifying manufacturer-marked securement points
Explaining how to switch a power chair or scooter off and place it in its proper travel mode
Telling the driver about fragile parts, medical equipment, positioning needs, pain, or pressure risks
Reporting a previous crash, fall, frame repair, or known defect that may affect transportation
Speaking up if a belt is twisted, painful, too high, touching the neck, or routed over an armrest
The passenger should never be treated like cargo or blamed because a mobility device is unfamiliar to the driver.
The caregiver's role
A caregiver can support the process by:
Providing the wheelchair or scooter manufacturer and model
Locating the transportation section of the device manual
Identifying WC19 labels or marked tiedown points
Removing or separately securing bags and loose accessories
Communicating positioning, behavioral, cognitive, or medical needs before pickup
Helping the passenger understand what the driver is doing
Confirming that destination staff or family can receive the passenger when needed
A caregiver's presence does not transfer the driver's securement responsibility to the caregiver.
Liability is reduced by a system, not a disclaimer
Transportation providers reduce risk by creating evidence of competent, repeatable practice:
Hire and assign appropriately qualified personnel
Train drivers to proficiency on every WTORS type they operate
Require hands-on demonstrations, not video completion alone
Use current manufacturer instructions
Inspect equipment before service
Remove defective components from use
Conduct periodic fleet evaluations
Document retraining after errors, equipment changes, or incidents
Audit actual securement performance in the field
Maintain clear incident and near-miss reporting procedures
The FTA's ADA guidance states that personnel must be trained to operate accessibility equipment safely and to accommodate different types of wheelchairs. Even when a private NEMT trip is governed by a different payer, contract, or regulatory framework, trained proficiency remains the responsible operational standard.
What should happen after an incident?
An "incident" can include a collision, hard stop, tip, passenger fall, securement failure, lift event, damaged chair, belt release, or any situation in which the mobility device moved unexpectedly.
The driver should follow company procedure and:
Stop in a safe location and secure the vehicle.
Assess the passenger and call 911 when emergency evaluation is needed.
Notify dispatch or supervision.
Do not move injured people or alter the scene except when necessary for immediate safety or directed by emergency personnel.
Record objective facts, times, vehicle location, equipment used, attachment points, and observed damage.
Photograph the securement layout and equipment when policy permits and privacy can be protected.
Identify and preserve the involved WTORS components.
Remove questionable equipment from service until it is inspected or replaced under the manufacturer and company procedure.
Arrange safe continuation of the passenger's trip only after the passenger, mobility device, vehicle, and replacement securement system are determined ready.
The purpose of incident documentation is not to create a story that protects the company. It is to preserve facts, care for the passenger, identify what failed, and prevent recurrence.
Part 2: Know the securement equipment
Vehicle anchorages: L-Track and fixed anchorages
The tiedowns are only as useful as the vehicle anchorages into which they connect.
L-Track
L-Track is a rail with regularly spaced openings that accepts compatible fittings. Its flexibility allows the securement layout to be adjusted for different mobility devices. Q'STRAINT describes L-Track as a vehicle anchorage used for retractors or tiedowns on floors and walls.
Before inserting a fitting, the driver should inspect the section of track for:
Dirt, stones, ice, food, or other debris
Corrosion or damaged edges
Bent or missing hardware
Loose track or movement at the floor
Obstructions that prevent full engagement
The fitting must be inserted and locked exactly as its manufacturer instructs, then pull-tested before the tiedown is attached to the chair.
Slide 'N Click and other fixed anchorages
A fixed anchorage positions the tiedown at a defined location. Q'STRAINT's Slide 'N Click uses visual and audible locking feedback and rotates to accommodate the securement angle.
An audible click is helpful, but it does not replace a visual and physical verification that the fitting is fully engaged.
Compatibility also matters. Q'STRAINT warns that even when approved anchorages can accept more than one brand, all four retractors in one four-point securement must be from the same approved system rather than mixed casually. Drivers should never assume that parts are interchangeable because they physically connect.

Wheelchair tiedowns
Automatic or self-locking retractors
Automatic retractors take up webbing and may self-lock or self-tension when connected. They reduce loose belt on the floor, but "automatic" does not mean mistake-proof.
The driver must still verify:
The retractor is installed in the correct location
The floor fitting is locked
The hook or end fitting is attached to a strong point
The webbing is straight and untwisted
The retractor is in the required locked mode
Adequate tension is present
The release mechanism is not obstructed
WC18-compliant retractors
WC18 is a voluntary U.S. performance standard for wheelchair tiedown and occupant restraint systems. It is a standard for the WTORS equipment - not a label for the passenger or a generic synonym for every wheelchair strap.
The UMTRI explanation of WC18 notes that compliant systems are dynamically tested and must include instructions, warnings, and permanent labeling. Equipment should be used as a complete approved system in the configurations the manufacturer allows.
Standard retractors and older systems
An older or non-WC18-labeled system should not automatically be declared unsafe by a driver at the curb, but it must meet the provider's current requirements and be used only within its manufacturer's instructions and approved configuration.
Providers should know exactly what is installed in each vehicle. "It has four straps" is not an equipment inventory.
Manual tiedowns
Manual tiedowns require the operator to remove slack and apply tension. They can be effective when used correctly, but they demand more attention to:
Correct belt path
Tightening direction
Buckle or ratchet operation
Excess webbing
Equalized, stable tension
Proper release after arrival
Drivers must never tie knots in webbing, add hardware-store hooks, use cargo straps, or combine unapproved components to make a mobility device "fit."
Occupant restraints
Combination lap-and-shoulder restraints
A combination system integrates the pelvic and shoulder portions through compatible connectors. Correct connection order and belt routing depend on the exact system.
Manual occupant restraints
A manual lap-and-shoulder system may require the driver to attach each belt segment to floor, wall, retractor, or rear tiedown fittings. The belt must be routed around the passenger - not around the wheelchair as though the person and chair were one object.
Accessories are not universal solutions
Approved accessories may include:
Webbing loops for difficult frames
Scooter securement kits
Extension belts
Compatible pelvic-belt connectors
Stabilizers or anti-rotation devices
Protective sleeves
Storage pouches or racks
An accessory is safe only when the WTORS manufacturer approves it for the equipment and use. An improvised loop of rope is not a securement accessory.
Daily inspection and fleet evaluation
Before transporting a passenger, inspect:
Webbing for cuts, fraying, burns, contamination, pulled stitching, knots, or severe wear
Hooks and fittings for cracks, distortion, corrosion, or failure to latch
Retractors for smooth extension, return, lock, and release
Buckles and tongues for positive engagement
L-Track and fixed anchorages for damage, looseness, and debris
Wall and floor mounts for visible movement or damage
Occupant belts for cleanliness, wear, twist, and correct availability
Labels and instructions for legibility
Storage so equipment does not become a trip hazard or projectile
A fleet evaluation should go deeper. It should compare vehicle inventory with manufacturer specifications; check installation and compatibility; review replacement dates and incident history; observe drivers performing securement; identify recurring difficult devices; and verify that spare equipment is complete and serviceable.
When one component fails inspection, do not borrow a mismatched strap from another system merely to keep the run moving.
Part 3: Securing manual and power wheelchairs
Step 1: Prepare the securement area
Before boarding, the driver should:
Park on a firm, level, safe surface whenever possible
Apply the vehicle parking brake
Clear the lift, ramp, aisle, and securement station
Confirm that all required tiedowns and occupant restraints are present
Position retractors or floor fittings to avoid creating a trip hazard
Check that the station has space for the chair, passenger, footrests, and medical equipment
Identify where loose accessories will be stored
Do not wait until the passenger is inside the van to discover that a tiedown is missing or the floor track is packed with debris.
Step 2: Communicate before touching the chair
Introduce the process and ask:
"May I assist with your wheelchair?"
"Where are the approved tiedown points?"
"Are there parts I should not lift, pull, or lean on?"
"How should the chair be powered off or placed in travel mode?"
"Do you have positioning, pain, breathing, or belt-routing concerns?"
"Are any bags, oxygen, chargers, cushions, trays, or controls removable?"
Ask the passenger to operate their own device when they can do so safely. Never grab a joystick, tiller, headrest, armrest, or control box without permission.
Step 3: Identify the type of wheelchair
Folding manual wheelchair
Look for strong, structural frame members near the seat base. Avoid removable footrests, folding cross braces, wheels, push handles, and armrests unless the wheelchair manufacturer specifically identifies them as securement points.
Rigid-frame manual wheelchair
The main frame may offer strong attachment areas, but carbon-fiber or lightweight tubing can be damaged by hooks or concentrated loads. Use labeled transit points or approved webbing loops where the manufacturer instructs.
Transport wheelchair
Many transport chairs are light, folding devices with small wheels. Lightweight construction does not make every tube a safe tiedown location. Check the chair manual and frame carefully.
Power wheelchair
Power chairs can be very heavy and may include tilt, recline, elevation, leg supports, ventilator mounts, or complex seating. Confirm:
The exact power-off and drive/park procedure
Approved securement points
Whether the seat should be returned to a travel position
Ground clearance around retractors and floor fittings
That tiedowns will not contact batteries, motors, wiring, actuators, shrouds, or the joystick
That medical and positioning equipment will remain supported and accessible
Do not place the chair in freewheel simply because it is easier to move. Follow the chair manufacturer's instructions and the passenger's direction; changing drive mode can disable the chair's braking system.
Step 4: Look for WC19 transport labels
WC19 is the voluntary standard for a wheelchair designed and tested for use as a seat in a motor vehicle. It is different from WC18.
A WC19-compliant wheelchair generally provides four permanently attached and clearly marked tiedown points. Some also include a crashworthy wheelchair-anchored pelvic belt with connectors for a vehicle-anchored shoulder belt.

If no WC19 label is present, do not assume the passenger cannot be transported. Use the device manufacturer's guidance, the WTORS instructions, trained best efforts, and the provider's applicable legal and safety framework.
Step 5: Position the wheelchair correctly
For the common four-point WTORS used in an accessible NEMT van:
Position the wheelchair in the designated securement station.
Use the direction of travel required by the WTORS and vehicle configuration; most four-point crash-tested systems are designed for forward-facing use.
Center the chair sufficiently to permit proper tiedown geometry and occupant-belt routing.
Preserve access to the aisle, door, lift, and emergency equipment.
Power the chair off and use its normal wheel-lock or drive/park setting as instructed.
Do not turn a forward-facing four-point system into a side-facing arrangement because it creates more cabin space.
Step 6: Lay out the four tiedowns
The tiedowns should create a stable footprint around the mobility device.
Place the two front and two rear retractors in the locations allowed by the manufacturer.
Keep webbing straight, untwisted, and clear of sharp edges or moving parts.
Create appropriate outward and fore-aft geometry; do not run all four straps nearly vertical or parallel.
Do not cross straps unless the manufacturer specifically instructs it.
Keep hooks facing and seated as the system manual specifies.
Never route straps where they can press a battery, motor, brake cable, tire, caster, or body panel.
Exact anchorage zones and belt angles vary. The diagram supplied with the installed WTORS controls.
Step 7: Attach to structural securement points
Preferred attachment points are:
WC19-marked transport loops or brackets
Points identified in the wheelchair manufacturer's transport instructions
Strong, welded or continuous frame members that the WTORS instructions permit
Approved webbing loops when the hook cannot connect directly without damage
Avoid attaching to:
Wheels, tires, hand rims, spokes, or casters
Removable footrests or leg supports
Armrests, headrests, push handles, or trays
Anti-tip bars
Plastic shrouds or body panels
Battery boxes, motors, wiring, or actuators
Joysticks or control mounts
Folding cross braces or release hardware
Seating components not identified as structural tiedown points
When unsure, pause and consult the passenger, device manual, supervisor, or manufacturer resource. Guessing is not a securement method.
Step 8: Tension and check movement
After all four tiedowns are connected:
Remove slack and tension the system as instructed.
Confirm each retractor is locked.
Recheck every floor fitting and chair connection.
Apply a controlled push-pull check at the wheelchair frame.
Verify that the chair remains stable within the securement area.
Confirm that straps remain clear of tires and moving components.
The U.S. Access Board states that a wheelchair securement system should limit movement of an occupied wheelchair to no more than two inches in any direction under normal vehicle operating conditions when secured according to manufacturer instructions. That is a performance requirement, not permission to violently shake the passenger or chair.
Part 4: How to secure mobility scooters
A scooter is a mobility device, but not necessarily a transportation seat
An electric or motorized mobility scooter generally has a platform base, three or four wheels, a seat, and a tiller. Its design can create special transportation challenges:
The seat may swivel, slide, fold, or detach.
The steering column may fold or telescope.
Plastic panels may cover the structural frame.
There may be few accessible tiedown points.
A three-wheel scooter may have less lateral stability.
The manufacturer's manual may warn against remaining seated during motor-vehicle travel.
Under DOT ADA regulations, an electric scooter that meets the regulatory definition of a wheelchair is treated as a wheelchair. The FTA guidance says a rider may choose to transfer to an available vehicle seat and the operator may recommend a transfer, but ADA-covered transit may not force the rider to transfer.
Private-pay NEMT, Medicaid transportation, facility transportation, and public transit may operate under different rules and contracts. A provider should have a written, legally reviewed policy that respects passenger rights while defining how legitimate vehicle, lift, equipment, and safety limits are assessed.
Before securing a scooter
The driver should determine:
The scooter make and model
Whether its manual permits occupied motor-vehicle transportation
Whether the passenger can and wants to transfer to a vehicle seat
Whether the scooter fits the lift, doorway, turning path, and securement station
Whether the occupied weight is within the rated capacity of the boarding device and vehicle
Where the manufacturer identifies securement points
Whether a compatible scooter securement kit is available
How to turn the scooter off and lock or park it
Whether the seat swivel and tiller can be locked
Which accessories must be removed or separately secured
If the passenger chooses and can safely transfer
A properly installed vehicle seat and its seat belt generally provide a more conventional occupant-protection environment than remaining on a scooter not designed as a transportation seat.
However:
The decision to transfer must follow applicable law and policy.
The driver should not manually lift or transfer the passenger unless trained, authorized, equipped, and required to provide that level of assistance.
The scooter must still be secured as an unoccupied mobility device so it cannot move or become a projectile.
The passenger must use the vehicle-seat restraint as required.
Never pressure a passenger with statements such as, "You must get out because scooters are unsafe," when the applicable rules leave that decision to the passenger.
Securing an occupied three-wheel scooter
Three-wheel scooters require special attention because common plastic panels and narrow geometry can make standard wheelchair hooks unsuitable.
Q'STRAINT publishes a model-specific three-wheel scooter securement guide for its Tri-Wheeler Kit. That guide uses protective front and rear belts together with a four-point wheelchair securement kit and an additional rear tiedown. It directs attachments around specified structural areas rather than onto plastic panels.
That document is an example of why the exact instructions matter. It is not a universal procedure for every scooter or every WTORS.
When the approved scooter, vehicle, and WTORS instructions allow occupied transport:
Position the scooter in the approved orientation and securement station.
Turn the power off and set the parking or drive mode as instructed.
Lock the seat swivel and tiller adjustment if the scooter provides those features.
Use only approved structural attachment points or the specified scooter kit.
Protect body panels from hook and webbing damage without placing padding where it can slip or defeat tension.
Use the number and placement of tiedowns required by the scooter-kit and WTORS manufacturer.
Apply the separate lap-and-shoulder occupant restraint.
Verify stability and belt routing before moving the vehicle.
Securing a four-wheel scooter
A four-wheel scooter may have greater static stability than a three-wheel model, but it still must be treated as an individual device.
Do not assume four wheels equal four safe tiedown points.
Find the underlying structural frame.
Keep hooks and webbing off plastic fairings, wheels, tiller, and removable seat parts.
Lock the swivel seat and adjustable tiller as instructed.
Use approved loops or adapters when the manufacturer requires them.
Secure the scooter independently even if the passenger transfers to a vehicle seat.
When the driver should stop and escalate
Pause the boarding or securement process when:
The scooter exceeds a documented lift, ramp, doorway, vehicle, or anchorage limit
No structural or manufacturer-approved securement points can be identified
A required scooter kit or WTORS component is missing
The seat, tiller, frame, or wheel assembly appears damaged or unstable
The system would require hooks on plastic, wheels, armrests, or removable parts
The scooter cannot be positioned in the designated station without blocking safe access or evacuation
The passenger's restraint cannot be routed correctly
The proposed setup conflicts with the mobility-device or WTORS instructions
The driver should not invent a refusal reason, but the driver also should not improvise a dangerous workaround. Contact dispatch or a trained supervisor, document the specific equipment problem, and pursue an appropriate alternative vehicle, equipment configuration, or transportation plan.
Part 5: Securing the passenger
The occupant restraint is essential
Wheelchair tiedowns keep the chair in the securement station. They do not keep the person from moving out of the chair during sudden braking or a crash.
The passenger needs a properly positioned pelvic belt and shoulder belt unless a different legally permitted, manufacturer-approved arrangement applies. A positioning belt attached to the wheelchair is not automatically a crashworthy occupant restraint.
Communicate and obtain permission
Before routing belts:
Explain what you are about to do.
Ask whether the passenger can assist.
Protect privacy and personal space.
Ask about painful areas, surgical sites, feeding tubes, ostomy equipment, oxygen tubing, or other devices that may affect routing.
Never reach across or between a passenger's legs without warning and consent.
Ask a caregiver to assist with communication when appropriate, but continue addressing the passenger directly.
Position the lap belt low across the pelvis
The lap or pelvic belt should:
Contact the pelvis, not the soft abdomen
Be worn low across the front of the hips
Pass as close to the body as practical
Avoid being held away by armrests, wheels, side panels, or other chair components
Lie flat without twists
Be snug while remaining consistent with passenger comfort and medical needs
Place the buckle where it can be reached and released as designed
Do not route the belt over a tray, armrest, or abdominal area simply because that path is easier.
Position the shoulder belt across the upper torso
The shoulder belt should:
Cross the middle of the shoulder and chest
Avoid the neck and face
Avoid slipping off the shoulder
Connect to the pelvic-belt system as designed
Remain free of twists and excessive slack
Not be routed under the arm or behind the back
If the belt fit is poor, reassess the chair position, belt anchor location, and routing. Do not use clips, knots, or improvised pads that alter the restraint without manufacturer approval.
WC19 wheelchair with an integrated lap belt
Some WC19-compliant wheelchairs include a crashworthy, wheelchair-anchored pelvic belt. This is not the same as an everyday posture belt.
When present:
Confirm the belt is labeled and intended for transportation.
Use its connectors and the vehicle-anchored shoulder belt exactly as the wheelchair and WTORS instructions specify.
Do not place a second lap belt over it automatically.
Ensure the WTORS is rated for the load configuration.
The stronger WC18 testing requirements account for the additional load that a wheelchair-anchored pelvic belt can transfer through the wheelchair to the tiedowns.
Part 6: Final driver check before moving
Use a deliberate final scan. Do not rely on memory or the sound of four clicks.
Mobility device
Confirm:
The device is in the designated station and approved orientation.
Four tiedowns, an approved docking system, or the specified scooter arrangement is fully engaged.
Attachments are on marked or approved structural points.
Floor fittings are locked.
Webbing is straight, tensioned, and clear of sharp or moving parts.
The chair or scooter does not move excessively during the controlled check.
Power is off and the device is in the proper drive, park, or wheel-lock state.
Tilt, recline, elevation, swivel, tiller, and accessories are in the appropriate travel position.
Passenger
Confirm:
The pelvic belt is low across the pelvis.
The shoulder belt crosses the shoulder and chest.
Neither belt is twisted, loose, under the arm, behind the back, or held away by chair parts.
Tubing, catheters, oxygen lines, clothing, and skin are not pinched.
The passenger says the restraint is tolerable and correctly positioned.
Vehicle cabin
Confirm:
Bags, chargers, trays, walkers, oxygen equipment, and loose accessories are secured.
The lift or ramp is fully stowed and the door is closed.
The aisle and exits remain clear.
Other passengers are restrained as required.
The driver has documented any exception, defect, or escalation.
Only then should the vehicle move.
Part 7: Common errors that should never become routine
"The brakes are on, so the chair is secure"
Wheel locks help prevent rolling during boarding and securement. They do not anchor the device to the vehicle.
"The passenger has a seat belt, so the wheelchair does not need four tiedowns"
Occupant restraint cannot substitute for wheelchair securement.
"The wheelchair is strapped, so the passenger does not need the shoulder belt"
Tiedowns do not restrain the passenger's torso.

Schedule pressure is never permission to skip a tiedown, ignore a twist, omit the shoulder belt, or rush passenger communication.
What passengers and caregivers should look for
Passengers and caregivers do not need to become WTORS technicians, but they should recognize the basics.
Before the vehicle moves, ask:
Is the wheelchair or scooter secured independently from the passenger?
Are the attachment points on the structural frame or labeled transport points?
Are all required tiedowns or the approved docking system engaged?
Is the lap belt low across the pelvis rather than the stomach?
Does the shoulder belt cross the shoulder and chest?
Are the belts flat, snug, and clear of the neck, wheels, armrests, and medical tubing?
Are bags, trays, chargers, and equipment secured?
Has the driver checked that the device is stable?
Speak up immediately if something feels wrong. A professional driver should welcome a safety question.
A practical WTORS training standard for NEMT providers
